I lately left my apartment for greener pastures immediately after one year – fulfilling the first year of the lease and merely not renewing. The apartment was clean, but they charged me a ~$ 500 (1/two the rent) “redecorating fee”.
I had no thought what this was until I looked more closely at the lease, which stated there would be a redecorating fee of 1/2 the rent if I didn’t stay for two full years.
Can they really charge this when I 1) did not break the lease and two) left the apartment as I identified it? This is in Philadelphia, Pennsylvania.
To me this just appears like some kind of punitive charge for not staying longer.

A suggestion, subsequent time read the lease prior to you sign it. A lease is a contract and you agreed to spend the fee. Can they do this- yes, and you agreed to it,
