No it will not impact application. Only Cash-Aid does. Like say they have kids and they are collecting cash help to support the kids.

USCIS is concern more if your friend involves in crimes rather than in some low-income housing program. Everybody is struggling too. At least the husband still has a job. I think that is good enough to sponsor her.
If he has no job, then the real drama begins…
If they qualified for low income housing, then there is no way that the husband will meet the income requirements to sponsor her. He has to earn 125% above the poverty level. There are people who make a lot less than this who don’t qualify for housing assistance.
If he doesn’t qualify on his own, he can have a co-sponsor who does meet the requirements. However it is a 10 yr contract with the federal government and anyone considering being a co-sponsor should consider this long and hard.

if the husband is a us citizen and can show he earns above the poverty level, they may have changed this so look it up, there is no problem. as to monetary aid from the government they may give you some problems. you have to show the imigras that you are self sufficient and housing is not a problem.
